feel the full weight of justice. >> and also acts of kindness and heroism. >> we took care of the ones that we could and got them into the ambulances as soon as possible. >> this is the "cbs morning news" for tuesday, april 16th, 2013. good morning. good to be with you. i'm anne-marie green. this morning it is still unclear who is responsible for the two bombs that exploded near the finish line of the boston marathon. at least three people were killed and one of the victims was an 8-year-old boy. more than 140 were injured. at least 17 of them are in critical condition. the first bomb exploded just before the finish line yesterday afternoon. about ten seconds later another bomb went off about 100 yards away up the racecourse. the explosions unleashed bloody chaos and panic. runners and spectators were knocked to the ground. many in shock suffering shrapnel

like injuries and away from the blast police stopped runners dead in their tracks before they could reach the bomb site. susan mcginnis is in boston. susan, what is the latest? >> reporter: the people of boston are waking up to the aftermath of this horrific attack. we're standing about three blocks in front of exactly where that happened. police have cordoned off a three to five-block radius around the area where these two blasts went off. the fbi has taken over the investigation. the white house says these attacks are being treated as an act of terror. a pair of explosions at the finish line of the boston marathon. the bloody scene shocked many here in boston and around the world. >> you hear about things in other countries and other places and i guess in the united states we have to be aware that perhaps more of that will be coming our way. >> reporter: the investigation started almost immediately. officials cordoned off several

blocks around the bomb site in order to allow bomb squad detectives to sweep the area for more explosive devices. early tuesday morning we learned federal and local authorities are searching an apartment of someone they are calling a person of interest in the boston suburb of revere. >> this is a very thorough and active and fluid ongoing investigation. >> reporter: police searched surveillance cameras in the area and cbs has learned that at least one piece of video shows a man carrying two backpacks who was in the area before the blast. president obama vowed to find those responsible for the bombing. >> any responsible individuals, any responsible groups will feel the full weight of justice. >> reporter: white house officials say they are treating the bombings as an act of terrorism. now, the city of boston is on high alert. very, very high alert around this city as it wakes up. new york city also area of high

alert around subways and certain landmarks and cities around the world are looking at security plans including sunday which has the london marathon. london marathon coming up and as for the city of boston, the governor here deval patrick said city of boston will operate today but it will not be business as usual. >> i don't expect that. susan mcginnis in boston. thank you. following the explosions in boston, security was tightened around the country. at the white house the secret service shut down access to pennsylvania avenue. patrol cars blocked entry points but the white house was not on lockdown and the park across the street remains open. in new york city, a police command truck was moved to times square. security was stepped up at landmarks like the empire state building and the world trade center and at prominent hotels. there's no claim of responsibility in the attack and no suspects in custody. earlier i spoke to cbs senior correspondent john miller about the investigation.

you're a former assistant director for the fbi so you know what they're going through right now. take us through the process. how do you investigate a massive crime scene with i would imagine a lot of small bits of evidence everywhere. >> so on a smaller level this is going to be the kind of investigation you saw for oklahoma city or 9/11 and i say on a smaller level because you have a smaller crime scene but you have a few advantages here which is there were a lot of witnesses right there when it happened. it was televised from a number of different angles and you were in the heart of downtown boston so you have a myriad of other cameras everything from the camera on the atm someone may have walked by to security cameras in the area and they are going over all of that. already they found video of an individual walking with two backpacks and that video shows him from behind. they'll exploit other angles to

see if there's a front shot of that person. was he carrying a backpack for one of the runners or a player in this plot. >> i imagine with all of those images this is time consuming. if you get on the internet you see people posting images that they think are questionable. figuring out what's significant and what's not must take forever. >> they'll go through a lot of tape that's meaningless but that's now part of the process. we live in a world where we're surrounded by cameras. you have the boston joint terrorism task force which encompasses all of the federal and local agencies in boston. they will be the lead investigative piece here. you also have back at fbi headquarters the global resources of the fbi being managed from their command center. the strategic information and operation center. the director was down there for the bulk of today monitoring these events minute by minute, briefing the white house as things developed, and they were

plugged into 16 other intelligence agencies. cia, dia, the entire alphabet soup and say run your leads globally. was there something picked up on a wiretap? was there something picked up on an intercept? a piece of coded e-mail that could relate to this and they'll be feeding all of that material back. >> that was senior correspondent john miller. steve silva is the senior sports editor for boston.com. he was shooting video at the finish line when the bombs went off and he spoke with scott pelley on last night's "cbs evening news." >> i was at the finish line about 2:50 p.m. getting runners coming across. folks running in the four-hour zone. there were 9,000 people still on the course. i was squared up right on the finish line and to my right out of blue there was a thud noise and smoke went up in the air. for a split second you thought

is this some kind of a firework for a runner, famous runner coming across, a few photographers ran toward the area and as we're running probably under 20 seconds later the second bomb went off up one block up so we knew it was serious. you could immediately see the carnage and people and pools of blood and cuts from the glass. the marathon sports building glass blew out of the front window and it was pure chaos as you can imagine. we already had medical folks in the medical tent treating marathon runners and now they're involved in a triage situation scrambling. saw one gentleman whose leg was severed off at the knee and there were more injuries like that. >> there was stunned silence after the blast and then 15 seconds later the second. what happened after that? >> scrambling. mass confusion. people didn't know what the procedure was. the problem was people injured in the blast were on the other

arizona senator john mccain now says the rollout of the bill will probably be put off until tomorrow. in the senate as well as the house observing a moment of silence for the bombing victims in boston. majority leader harry reid said the senate will provide every available federal resource to bring those responsible to justice and speaker of the house john boehner called it a terrible day for all americans and adding to the tensions on the korean peninsula this morning, a u.s. marine helicopter made a hard landing in south korea. the chopper went down as it was trying to land just south of the demilitarized zone. a u.s. military spokesman says 21 marines were onboard and six are hospitalized. there are more than 28,000 american troops stationed in south korea. three teenagers are scheduled to appear in court today in california. they're accused of sexually assaulting a classmate who later killed herself when photos of the alleged attack circulated in school.

>> reporter: larry pott stood with family members to share his grief and outrage over the sexual assault and death of his 15-year-old daughter, audrie. >> now we must carry on and share her story so that this epidemic of sexual assault and cyberbullying amongst teens can be exposed and stopped. >> reporter: three teen boys were arrested at their school thursday and charged with sexually assaulting pott at a house party in saratoga, california, last september. according to her parents, pott passed out after having too much to drink. the teens sexually assaulted her and photographed her and pictures were later e-mailed to classmates. just one week after the party, the 15 year old killed herself. her stepmother read some of her final messages posted on facebook. >> i am in hell. everyone knows about that night. the whole school is talking about it. my life is over. >> reporter: family members say

the three boys were friends of potts but they are going after the teen suspects with a civil lawsuits and want them tried as adults. >> if this can happen to my daughter, it can happen to anyone. >> reporter: the pott family wants this case to raise awareness about teenage bullying, harassment and sexual assault. >> i think there's a gnaw in that there's no consistency between the states in this type of crime to protect our children. >> reporter: lawyers for all three suspects say the boys' actions did not provoke the suicide and insist they're innocent. a pile of negative economic reports led to a sell-off on wall street. the dow had its steepest decline of the year. also affected by the slowdown in china's economy and profit taking after weeks of gains. blue chips lost 265 points yesterday. the nasdaq was also down losing more than 2% of its value. straight ahead, your tuesday morning weather. and security is stepped up at various events in the wake of

a large crowd was on hand to mark the 66th anniversary of jackie robinson breaking the baseball color barrier. and boston celtics basketball schedule for tonight has been canceled and will not be rescheduled. the national hockey league postponed last night's bruins game. the two teams play at boston's td bank garden which is two miles from where the bombings occurred. meanwhile, the boston red sox arrived in cleveland to start their series against the indians monday evening. the team had just wrapped up its annual patriots day game at fenway park when the attack happened. and a boston area athlete is being hailed as a hero for his actions in the wake of the bombing. this is former new england patriot joe andruzzi carrying a woman badly injured in the blast. andruzzi is cancer survivor and organizes a team to race in the marathon every year. andruzzi has three brothers, firefighters that responded to the world trade center on 9/11.

in seattle a mini criminal caught on tape. home surveillance video shows a toddler walking off with a package left on the doorstep earlier this month. the kid brings the package to a man who stashes it in the stroller and the two take off. police are investigating. scientists in boston have been able to grow an artificial rat kidney in a lab. they took the structure of a donor rat kidney and used living cells to rehn regenerate it. researchers hope to use the technology to produce human kidneys. according to a new government report, women at high risk of developing breast cancer could benefit from preventive medicines. we are introduced to one woman who started using the drug

tamoxifen to lower her chances of getting the disease. >> reporter: breast cancer runs in nadine's body. after doctors removed an abnormal lump, she went on a drug to reduce breast cancer by 50%. >> i felt like i was a sitting duck. i wasn't really doing anything pro actively about all of the family history of breast cancer. >> reporter: according to new recommendations from the u.s. preventive services task force, women should find out from their doctors if they have a high risk of getting breast cancer. >> for example, age, race, ethnicity, the age at which the woman delivered or had her first live born child, family history. >> reporter: if they are at high risk, they should discuss with their doctor whether drugs like tamoxifen are right for them. both carry serious side effects. >> hot flashes and menopausal symptoms. increased risk for blood clots. >> tamoxifen has been shown to
